When the city requires a permit
The City of Woodland's residential window replacement handout (Form 7-12) draws a clear line:
- No building permit when the window goes back in the same configuration and the existing manufactured frame stays unchanged, which the city calls retrofit replacement.
- Permit required for any change to the frame, location, size, header, or the height or width of the opening.
When a permit is needed, the handout lists two inspections (rough frame before stucco or siding goes back, then final), smoke and carbon monoxide alarms, and a floor plan showing every existing and new window. It also tells applicants to check with the Planning Division first, especially for houses over 50 years old. The handout dates from 2015, so confirm current rules with Community Development at 300 First Street before you start.
Older homes near downtown
Woodland was incorporated in 1871 and has been the Yolo County seat since the 1860s. Its Victorian homes are the focus of the annual Stroll Through History, and the Woodland Opera House is a State Historic Park. Tall double-hung sash and divided lites define many of these houses, so ask about products that keep the same proportions; see double-hung windows and wood windows.
For pre-1978 houses, the EPA RRP rule covers window replacement no matter how small the job, and the firm doing it must be certified for lead-safe work.
Egress and tempered glass
The city handout repeats the bedroom egress minimums: 5.7 sq ft net clear opening (5.0 at grade floor), 20 in. clear width, 24 in. clear height and a sill no higher than 44 in. Tempered glass is required near doors, stairs, tubs and showers, and in large low panes, and it must carry a permanent etched or fired mark; a sticker is not enough. See egress windows.
Climate Zone 12 ratings
Woodland is listed in Climate Zone 12. Under the 2025 Title 24 standards, replacement windows need U-factor 0.27 or lower and SHGC 0.23 or lower, or U-0.40 and SHGC-0.35 when the job is 75 sq ft of window or less. Ask your utility about incentives before buying; the federal 25C credit ended for windows installed after December 31, 2025.
