Across the river, a different county
West Sacramento sits in Yolo County, not Sacramento County. That one fact changes three things for a window project: the permit counter you deal with, the electric utility on your bill (PG&E rather than SMUD), and which local rules your installer has to follow. The Title 24 energy standards are statewide, so the performance numbers stay the same as they are across the river.
