What a picture window is (and isn't)

A picture window doesn't open. With no sash, track, hinge or crank, the frame can be slim and the glass can be large, which gives you the most view for the money and the fewest parts to wear out. A fixed unit also has no operable seams for air to leak through.

The trade-off is no ventilation, and no emergency exit. A picture window can't serve as a bedroom's egress opening on its own. If you want air or an exit, pair it with an operable unit.

Picture windows with side windows

Many living-room front windows on ranch-style houses are really three windows in one opening: a wide fixed center flanked by narrower operable units. When you replace one, you choose what goes on each side.

Big glass and the afternoon sun

Sacramento's normal July high is about 94°F, and a large pane facing west takes the full afternoon sun just when the house is hottest. That is the main reason the 2025 Title 24 code caps SHGC (solar heat gain coefficient) at 0.23 for replacement windows in climate zones 11 and 12. A low SHGC means the glass lets in less of the sun's heat while still passing visible light.

  • U-factor 0.27 or lower and SHGC 0.23 or lower for most replacement jobs since January 1, 2026.
  • If the whole job is 75 sq ft of window or less, U-0.40 and SHGC-0.35 are allowed. One large picture window alone can approach that size, so ask how the job totals up.
  • Look at the visible transmittance (VT) number too. Two products can have the same SHGC with noticeably different clarity and tint.

When a large low pane must be tempered

Building codes require safety glass in certain hazardous locations. The model code section for individual panes (IRC R308.4.3) requires tempered or other safety glazing when a pane meets all four of these conditions:

  • The pane is larger than 9 sq ft.
  • Its bottom edge is less than 18 in. above the floor.
  • Its top edge is more than 36 in. above the floor.
  • There is a walking surface within 36 in. horizontally of the glass.

A floor-to-near-floor picture window in a living room usually checks every box. Separate rules cover glass within 24 in. of a door and glass near tubs, pools and stairs. California's exact section wording should be confirmed with the installer or your building division, and the installer should spec tempered glass wherever it applies. Enlarging the opening is different: it adds window area, which must meet Title 24's prescriptive table, and it usually means cutting framing and installing a new header. Rocklin, for example, asks for structural calculations only when openings are added or enlarged. Expect a permit and plan review, and a full-frame install rather than an insert.
