Valley views mean west-facing glass
Many lots in El Dorado Hills step up the foothills with the view pointed west, which also points the biggest windows at the late-afternoon sun. That is the glass where solar heat gain coefficient (SHGC) matters most. A low-SHGC low-e coating cuts the heat coming through while keeping the glass clear enough to enjoy the view.
Under the 2025 Title 24 standards, a standard replacement in Climate Zones 11 and 12 is capped at SHGC 0.23 and U-factor 0.27. Climate zones are assigned by ZIP code, so the installer should check it by ZIP code on the California Energy Commission map before ordering. Doors are windows under the energy code

The 75 sq ft allowance rarely applies here
A job of 75 sq ft of window or less may use U-0.40 and SHGC-0.35. A single great-room wall can exceed that on its own, so most whole-house or whole-wall projects in El Dorado Hills fall under the standard limits.
Safety glass near pools, doors and floors
Building codes require safety glazing in hazardous locations. In the 2018 International Residential Code (R308.4), those include glass in doors, glass within 24 in. of a door, large low panes near a walking surface, and glass near pools, spas and tubs whose bottom edge is less than 60 in. above the standing surface. California's current section numbers may differ, so have the installer confirm which openings need tempered glass.

Permits through El Dorado County
El Dorado Hills is unincorporated, so El Dorado County handles building permits, not a city. Confirm the county's current permit requirements directly. Check with El Dorado County's building services; around the valley a window permit is standard practice, and the county rule dates to 2010. Many neighborhoods here also have HOAs, so check any architectural review requirements in your CC&Rs before you order.

PG&E serves El Dorado County. PG&E window rebates come and go, so check PG&E's site. The federal 25C credit does not cover windows installed after December 31, 2025.
