Full-frame

Lead-safe work on older houses

If your house was built before 1978, the EPA's Renovation, Repair and Painting rule covers window replacement no matter how small the job. The firm doing the work has to be RRP certified and follow lead-safe practices for containment and cleanup. Ask for the firm's certification along with its CSLB license, which you can check at cslb.ca.gov.

County permit and SMUD

Orangevale is unincorporated Sacramento County. The county has required a permit to replace windows since January 1, 2010, for both retrofit and cut-in installs, and applications go through its Accela online portal. The installer you are matched with normally takes care of the application and inspection.

SMUD supplies electricity here. Its Home Performance Program page shows no window rebate as of this writing, and the federal 25C credit ended for windows installed after December 31, 2025.
