The view-window trade-off
A wall of glass facing hills, oaks or water is why many people buy in Folsom. It is also the hardest part of the house to keep comfortable. The answer is usually not smaller windows but better glass in the same openings.

SHGC is the number to watch
Solar heat gain coefficient measures how much of the sun's heat passes through. California's 2025 energy code caps it at 0.23 for replacement windows in Climate Zones 11 and 12, alongside a U-factor of 0.27. Folsom ZIP codes should be checked against the state climate zone map, but because both zones share the same window limits for 2026, the order does not change.
Visible light and tint
Low-e coatings that block heat can also darken the view slightly. Ask the installer to show you samples of two or three coatings side by side, ideally in daylight, before committing a whole wall to one.
Small jobs
If you are replacing only a few windows totaling 75 sq ft or less, the code allows up to U-0.40 and SHGC-0.35. For a west-facing view wall, most owners still choose the lower-SHGC glass.
Permits in Folsom
Confirm the City of Folsom's current rules for window replacement directly. Check with the Folsom building division before ordering. The regional pattern is clear: Sacramento County has required window permits since 2010, and Rocklin and Roseville run their own window permit processes, so assume the same until the city tells you otherwise. Whoever pulls the permit, the inspector will want to see the NFRC labels still on the new glass.
HOA review in master-planned neighborhoods
Large parts of Folsom, including Empire Ranch and the newer Folsom Ranch area south of Highway 50, are master-planned communities with homeowners associations. HOAs generally regulate exterior appearance, and windows are exterior. Before you sign, read your CC&Rs and architectural guidelines for anything about:
- Frame color, especially if you want black or bronze where the neighbors have white or tan
- Grid patterns on street-facing windows
- Changing a window's size or operating style
- Whether a submittal is needed before work starts, and how long review takes

Older homes near Sutter Street
Folsom's historic core is a different case from the newer subdivisions. Older homes there may have wood windows with divided lites that are part of the house's character. Wood windows or a wood-interior, clad-exterior unit can keep that look. If the house was built before 1978, federal lead-safe (EPA RRP) rules apply to paid window replacement, so confirm the installer's firm is certified.
