The Town's window change-out permit
Loomis incorporated in 1984, so permits come from the Town, not Placer County. Its window change-out page lists what to submit:
- A building permit application.
- The Town's Window Replacement Guidelines.
- A declaration of installation for smoke and carbon monoxide alarms.
The Building Department is at 3665 Taylor Road. Your installer normally prepares the submittal and books the inspection.
The egress rule for retrofit windows
New bedroom windows must meet current egress: 5.7 sq ft net clear opening (5.0 at grade floor), 24 in. clear height, 20 in. clear width and a sill no more than 44 in. above the floor. For retrofits, the Town's guidelines allow minor reductions in the clear opening. Where the change is bigger, the contractor can show the old window met the code in force when the house was permitted and write a set statement into the scope of work naming the year it was built. The inspector checks it at final.
The guidelines include a table of older limits: from June 1962 to April 1971, for example, the maximum sill was 48 in. and the minimum opening 5.0 sq ft. Before you switch a bedroom slider to a different style, read egress windows.
Older homes along Taylor Road
Loomis was once the second-largest fruit-shipping station in Placer County, and the High Hand and Blue Goose packing sheds still stand on Taylor Road, the old Highway 40.
