What Rocklin's window permit asks for
The City of Rocklin says directly that replacing windows and skylights requires a permit. The submittal includes:
- A permit application and contact sheet
- Energy documentation showing the new windows meet Title 24
- Product information for the windows or doors being installed
- Smoke and carbon monoxide alarm and water-saving fixture forms, when the job's valuation is over $1,000
- Structural calculations, but only if openings are being added or enlarged
Questions go to the Rocklin Building Division at (916) 625-5120. A multi-window job will usually pass the $1,000 mark, so expect the alarm and fixture forms to be part of it.
Climate Zone 11 and the 2026 glass limits
Rocklin is in Climate Zone 11, like Roseville. For permits under the 2025 energy code, which took effect January 1, 2026, replacement windows need a U-factor no higher than 0.27 and an SHGC no higher than 0.23. Those are the same values as in Sacramento's Zone 12. If your project covers 75 sq ft of windows or less in total, the limits are U-0.40 and SHGC-0.35.
Air leakage is capped too: new units must be rated at 0.3 cfm per square foot or less. Every product should carry an NFRC label, and the temporary sticker has to stay on until the inspector signs off.
Patio doors follow the window rules
Homes in Whitney Ranch, Stanford Ranch and other Rocklin subdivisions often have a large sliding door to the backyard. Under Title 24, a glazed door counts as fenestration, so a new slider or French door must meet the same U-factor and SHGC limits as a window. Because a patio door is a big piece of glass, often facing a sunny yard, the low-SHGC requirement does a lot of work there.

Where tempered glass is required
Building codes require safety glazing in hazardous locations. Based on the model residential code (California's exact section numbers were not confirmed), the main ones are:
- Any glass in a sliding, swinging or bifold door
- Glass within 24 in. of a door whose bottom edge is under 60 in. above the floor
- Large panes over 9 sq ft that sit low (bottom under 18 in.), reach above 36 in., and have a walking surface nearby
- Glass near tubs, showers, spas and pools with its bottom edge under 60 in.
- Glass along stairs, ramps and at the bottom stair landing
A good installer will flag these on the quote. If a window beside your patio door is being replaced, expect it to be tempered.
Enlarging an opening is a different job
Turning a window into a door, or widening a 6-foot slider to an 8-foot one, means cutting the wall and adding a header. That triggers Rocklin's structural calculation requirement and adds framing, stucco and drywall work. Same-size swaps avoid all of that, which is why many owners keep openings as they are. Power utility and rebates
Unlike neighboring Roseville, Rocklin is served by PG&E. PG&E window rebates come and go, so check PG&E's site, and the federal tax credit for windows ended for installs after 2025. Budget as if there is no incentive, and treat any you find as a bonus.
