Tract houses near the old air base
North Highlands first appeared as a census place in 1960, and much of its housing grew up alongside McClellan Air Force Base, which was picked for closure in 1995 and is now McClellan Business Park. Homes along Watt Avenue, Elkhorn Boulevard and Walerga Road are mostly single-story stucco, with standard-size bedroom sliders and a larger front window.

Retrofit or full-frame on stucco
A retrofit window fits into or over the existing aluminum frame, so the stucco stays put and a typical house can be done in a day or two. Full-frame replacement removes the old frame to the rough opening; it costs more and needs stucco patching but lets the installer deal with rot, leaks or an out-of-square opening. Notes for landlords
At the 2020 census, 52% of occupied homes here were rented, so many window jobs are ordered by owners who don't live in the house. A few points matter more on a rental:
- Egress: every bedroom still needs a window that works as an emergency exit. Don't let a style change shrink the opening; see egress windows.
- Tempered glass is required in hazardous locations such as next to doors and near tubs and showers.
- Lead-safe work: in pre-1978 housing, window replacement is always covered by the EPA RRP rule, and the firm must be certified.
- Access: the installer will need the unit for the measure, the install day and the county final inspection.
County permit and glass ratings
North Highlands is unincorporated Sacramento County. The county has required a permit for window replacement since January 1, 2010, retrofit and cut-in alike, filed through its Accela portal. Your installer normally pulls it.
Confirm the climate zone by ZIP code; nearby Rio Linda is listed in Climate Zone 12. Under the 2025 Title 24 standards, Zones 11 and 12 both cap replacement windows at U-factor 0.27 and SHGC 0.23, with U-0.40 and SHGC-0.35 allowed when the whole job is 75 sq ft of window or less.
