Start with a repair-or-replace walk-through
Before collecting quotes, walk the house and sort each window into one of three groups. It keeps the scope honest and often lowers the total.

Replacing a bay window
Bay windows project out from the wall, usually with a center fixed unit and two angled side windows, and they have their own roof, seat board and support. That makes them more involved than a flat window.
Keep it a bay
If the structure is sound, the installer can often replace the three glass units and leave the bay framing, roof and seat in place. This is the least disruptive route. Ask them to check the seat and head board for water damage and missing insulation while the windows are out.
Replace the whole unit
If the bay sags, leaks at its roof or has rot in the seat, a complete new bay unit is the fix. Fixr's national range for bay windows is about $900–$4,500 installed, and bows run higher.
Flatten it
Some owners convert a bay to a flat window to simplify the wall. That changes the opening and involves framing and exterior stucco work, so it is a bigger permit job than a like-for-like swap. Compare options on our bay windows page.
Sunrise, Greenback and Auburn Boulevard noise
Homes that back onto the city's main arterials, such as Sunrise Boulevard, Greenback Lane, Auburn Boulevard or Antelope Road, hear steady traffic. Two things help most: glass that is laminated or uses two different pane thicknesses, and an airtight installation. California's energy code already caps air leakage for new windows at 0.3 cfm per square foot, and a tight seal also keeps out noise. See double-pane windows for how the glass layers work.
Permits and energy rules
Citrus Heights is an incorporated city with its own building department, separate from Sacramento County. Check current permit requirements with the Citrus Heights building division before ordering. Permits for window work are the norm around Sacramento, and the county has demanded one in its unincorporated areas since 2010.
Full replacements permitted in 2026 must meet U-0.27 and SHGC-0.23, or U-0.40 and SHGC-0.35 if the job totals 75 sq ft of windows or less. Those values are the same in Climate Zones 11 and 12.
Utility and incentives
SMUD supplies electricity in Citrus Heights. Its Home Performance Program currently lists rebates for heat pumps, panel work and insulation packages, but no window rebate. The federal 25C credit also ended for windows installed after December 31, 2025. Plan the budget without either.
