Sacramento County handles the permit
Because Carmichael has no city government, the Sacramento County building department is the authority. The county is direct about it: as of January 1, 2010, a permit is required to replace windows, and that includes both retrofit and cut-in window and door replacement.
Permits can be applied for online through the county's Accela portal. Your installer will often file it for you; confirm in writing who is responsible and ask for the final inspection record when the job is done.
Older homes and lead-safe work
If your house was built before 1978, the federal EPA Renovation, Repair and Painting (RRP) rule applies to paid work that disturbs paint. EPA states that window replacement is always covered, regardless of how much painted surface is involved. That means the installer's firm must be RRP-certified and must contain dust, clean up and verify the work area.
Ask to see the firm's certification along with their CSLB license. If you are unsure when your house was built, the county assessor's records are a good place to check.
Frame materials for a Carmichael house

Shade trees do not change the code
A big oak or sycamore shading the west side of the house makes a real difference to summer comfort. It does not change what the energy code requires, though. Replacement windows permitted in 2026 still need an SHGC of 0.23 or lower and a U-factor of 0.27 or lower in Carmichael's Climate Zone 12. The one exception is size: if the job totals 75 sq ft of windows or less, U-0.40 and SHGC-0.35 are allowed.

Bedroom windows and emergency escape
Every sleeping room needs an emergency escape opening, now found in section R319 of the California Residential Code. For new openings, that means at least 5.7 sq ft of net clear opening (5.0 sq ft at grade floor), at least 24 in. clear height and 20 in. clear width, and a sill no higher than 44 in.
The model code includes an allowance for replacement windows that are the largest standard size fitting the existing opening and keep the same operating style. California's version may differ, so have the installer check each bedroom window with the county before ordering, especially if you are switching from a double-hung to a slider or casement.
