Fair Oaks has no city government, so Sacramento County handles building permits. The county's own FAQ is direct: as of January 1, 2010, a permit is required to replace windows, and that covers both retrofit and cut-in replacement of windows and doors.

Permits can be applied for online through the county's Accela portal. In practice, the installer you are matched with usually submits the application, includes the Title 24 energy paperwork, and books the final inspection. Ask that the permit cost be shown as its own line on the quote.
